该片讲述的是在康熙年间一扬州的阔少，家中是以卖盐为主，累积了大量的财富，不过在一次皇上打击私盐的行动中，男主人公的家庭被罚款了所有的金银珠宝，无可奈何的男主人公只能流落到北京城开设包点店，他制作的包子有人喜欢，有人讨厌，而他旁边的店铺就经常的在投诉他，而皇上的一次微服私访，正好吃到了他的包子，就非常的喜爱这个口味，并且四处寻找他到皇宫当中效力。
