该部电视剧主要讲述了武周时期，一群来自五湖四海的不同阶级的人，为了调查洛阳城当中的一个悬疑命案而发生的一系列故事。他们在追查这件事的过程当中，偶然间得知住在洛阳城底层的一个然卷入盗了本场案件当中，成为了这个命案最大的嫌疑人。
不幸的是当这个人为了去证实自己的清白时，发现似乎有一些难度，处处碰壁。在偶然的机会当中认识了自己志同道合的朋友百里弘毅，于是两人便展开了一系列的紧密调查和合作，彼此帮助，开始慢慢的找寻真相。
