In the summer of 1959, due to the severe drought, the ponds and reservoirs in Linxian County gradually dried up. The farmers were gradually dying due to the severe drought, and water for people and livestock had fallen into a predicament. Under the leadership of the secretary of the county party committee, the Lin County Party Committee and other staff decided to change the plight of people in neighboring counties lacking water. After on-the-spot investigation, the county party committee finally decided to build the Hongqi Canal of Zhang Rulin Project. Due to the great difficulties and dangers involved in building the Red Flag Canal, the staff of the county party committee withstood many difficulties. Finally, after ten years, the Red Flag Canal was successfully built in Taihang Mountains.
