几年前，一些巨兽生物从美国旧金山海底浮出，很快摧毁了旧金山及周围城市的很多建筑，人类用核弹将巨兽征服，代价却是方圆几十公里全部变成了荒漠，寸草不生，人类的生存环境同样遭到破坏。即使这样，经过几年后，怪兽仍然断断续续地出现。人类慢慢创造了“机甲猎人”，以暴制暴，由两名控制员靠脑部电波进行遥控指挥，总算取得了阶段性的胜利，人类开始进行庆祝，却没有料到危险正步步逼近。进阶的怪兽“镰刀头”开始出现在阿拉斯加海域周围，罗利·贝克特和杨希·贝克特兄弟二人驾驶机器人迎战，只剩弟弟罗利·贝克特独自返回。
