本篇讲的并不是在经济危机期间执政的胡佛，而是美国的FBI传奇人物胡佛。1924年那时候，埃德加胡佛只有29岁，但他已经被司法部的部长提升成为调查局的主管了。他将彻底杜绝犯罪行为作为他终身的目标，马上对调查局漏洞百出的体制进行了一次大整改，他辞掉了成千上百名员工。虽然这样惹的怨气纷纷，但是调查氛围也是一天比一天好。他规定了，只有上过大学并且有执法经验的人才能够得到这份工作。随后他成立了FBI的犯罪实验室，把调查局改名成联邦调查局。1950年他还建立了一个我们大家都知道的十大通缉犯名单，他任职期间也用过一些不光明的手段收集对手的罪证，获取了很多政治权利。在他去世之前他的传闻喧嚣甚上认为他是异装癖、是同性恋，让他更具有传奇色彩
