故事讲述了流落汉赵三发与查案受伤的大内高手李传卫相遇并因相貌类似而交换身份的故事。李传卫混入反清组织并被委以重任，而赵三发却成了乾隆皇帝贴身侍卫。虽然身份和地位不同，但他们却联手帮助嘉庆皇帝除掉了和珅并挫败了明教的叛乱阴谋。同时，他们也找到了自己的亲情和所爱。
随着朝野斗争的晴明化和李传卫记忆的恢复，两人逐渐靠拢，感受到了对方的存在。然而，在嘉庆皇帝预备大赏功臣的时候，他们却选择离朝去寻找自己的亲生父母的坟茔。
