这部电视剧是2005年播出的《龙樱》续篇。改变2018年联赛的同名漫画所讲述的是作为律师的樱木建二来到了濒临破产的龙海学员，并培养了能够考上东大学生的故事
樱木建二作为前暴走族律师，成功地将名声狼藉的龙山中学改造，成为了东大生辈出的名校，一己之力将学校改造成为了升学名校，也成为了学校重建专家，名声大噪，因为两年前的一场意外，最终消失匿迹当年的学生，如今的助手未必利诱之下，樱木重出江湖来到了在此濒临破产的龙海学园，并发誓会再创东大奇迹，将平均偏差值达到了32的学员众多学生挽救。在整个过程之中也发生了一系列的故事，为了众多学生的升学和学校的升学率，樱木也付出了许多的努力，为学校重新打造众多优秀的学员。
