在东京的西部一共拥有了大约230万的人口，其中大约80%都是学生。这些学生并不是普通的学生，都是有一定超能力的，在课堂上通过学习，不同的超能力学生之间互相攀比，攀比的就是谁的能力更高
根据学生能力的高利益，一共分为6个档次，最高档次是5档，最低档次是0档，0档没有任何的能力，也就是0档是一个普通人。故事的主人公上条当麻就是一位没有任何能力的无能力者。上条当麻是一位非常普通的高中生。一次偶然的机会，上条当麻在宿舍的阳台上见到了茵蒂克丝，茵蒂克丝是一位纯白修女。根据茵蒂克丝的讲述，他是一位拥有超级能力的魔法师，但是同时他也被更多的魔法师所追杀。上条当麻帮助茵蒂克丝开始隐藏。过程当中经历了非常多的艰险。
