影片讲述了在一个风雨交加的晚上，某一小区发生了一起坠楼死亡事件，死亡的是一名老妇人，而这一起案件中嫌疑最大的就是她的小儿子，老妇人的小儿子常年被妇人锁在家里，在他年幼的时候，意外被火灾烧伤，导致他的脸和双手都被严重烧伤，但是母亲不同意，便被儿子伤害并推下楼，但是就在人证物证齐全的情况下，被7个平民的陪审员给推翻了，本以为这次案件可以随时结束，但是当时韩国刚刚引进陪审员制度，让普通的老百姓也参与到日常的审判当中，但是这些陪审员的身份不同，思维方式不是一个水平，作为这次案件的审判长，却觉得很是为难，因为高层已经通知，这一次的审判关乎着国家和法律的荣誉。
